Balfour as a boys' name is of Gaelic origin, and the meaning of Balfour is "grazing land". Also the name of a town in northern Scotland. In Robert Louis Stevenson's "Kidnapped", David Balfour is the young, idealistic hero. The Balfour Declaration of 1917 was a declaration of British support for its limited Jewish settlement in Palestine. It was named for its author, British Foreign Secretary Arthur James Balfour, and Balfour was occasionally used as a given name in Israel afterward.
